war fears hit stocks and lower productivity as chiefs of general staff deny claims of military incursions didn't achieve objectives in clash with c3 state -
Defense chiefs will consult other members of federation on course of action to defeat and capitalize on a assault on C3 state effective use of military and why air power didn't achive objectives

When you first attack a c3, you only have to get its war index to 40. Each time after its 0. Then if a person continues to take the economic route of raping c3's. Each c3 will gradually grow stronger, the more that they are hit, if you wish to avoid this you can build a navy fleet find a clear region with lots of c3's which will be as weak as your very first c3. You still will have to get the war index to 0 though.

Any tips for handling the conventional missile batteries? Getting ready to hit war level 8 on GR. Going a bit slower on LU - so I can develop infrastructure.
Pulling about 1300 precision bombers @330 quality out of each win on the way up, and out of wars at level 3. So hopefully I'll be up to snuff before too long.
