Where to find exchange workers with another country
Go to "My country" scroll down to "education" in the "goverment" box "Set education priorities" scroll to right to priorities click "change profession" and then you see "exchange professionals with another country" click other link "exchange more professionals" type in country name and click select country and save.

It's simple military takes these workers and the are active military.

It has fixed it and it was enough to allow me to build more Corps, it has jump started my economy, as I was unable to do anything but wait, thank you.

Hey Katman77, unfortunately I don't think I can spare Medium level workers, I was just playing with the numbers and trying to build 1 school shows me at 0 even though I have a 100k, assume they are going to work in my new corps.
