That's right and if you invest more in education, you can get more and better workers to raise the economy of your country. But I suggest invest gradually, because education is a monthly cost but its worth.

You can transfer population from a c3 country - although there are some pitfalls to watch out for. (the age of the groups coming in.)
Christian.... You'll want to look at your education priorities....the column for needed for full production. That's the additional amount you need in each category. If you are low in any category, that is the highest per centage of the rest of them that can be used. For example, if you only have enough medium level workers to staff 1/2 a corp...it will cut down all the other classes to 1/2 as well. No loafing around the water cooler for the down trodden masses. If that's the case, work on the ones most needed.
